FINTRAC is Canada's financial intelligence unit and the regulator that makes crypto businesses register as money services businesses (MSBs). Any business dealing in virtual currency that has a place of business in Canada, or serves Canadians from abroad, must register before operating. Registered MSBs report virtual currency transactions of $10,000 or more, verify your identity at $1,000, and follow the travel rule when they send crypto. FINTRAC registration is about anti-money-laundering, not investor protection.

FINTRAC comes up whenever someone asks why an exchange wants a selfie and a utility bill. It also comes up when someone tells me an exchange is “registered” and expects that to mean safe. Both deserve a straight answer, so this page explains what FINTRAC actually requires, which of my top exchanges hold registrations, and what the $10,000 rule does and does not mean for you.

Who Is Required To Register With FINTRAC, And How Do You Register An MSB In Canada?
A Canadian MSB is a business with a place of business in Canada that offers at least one MSB service: foreign exchange, remittance, money orders, virtual currency dealing, crowdfunding, armoured car services or cheque cashing. A foreign MSB has no physical presence in Canada but directs services at Canadians and serves Canadian clients, and it must register too. Registration is required before operating. FINTRAC charges no registration fee, but some individuals and entities are ineligible. The registry is public, which is why I can list entries above.
What Is The Definition Of An MSB According To FINTRAC?
A money services business, in plain terms, is a business that moves or converts money or its equivalents for others. For crypto the relevant service is dealing in virtual currency: exchanging it for cash or other crypto, or transferring it. That is why a Bitcoin ATM operator, an exchange and an OTC desk all fall under it.

What Is The $10,000 Bank Rule In Canada?
It is a reporting rule that falls on the business, not you. If a registered MSB receives $10,000 or more in virtual currency, or several smaller amounts that add up to it within 24 hours, it must report that to FINTRAC. You do not file anything, and you do not break a rule by moving $10,000. Splitting a deposit to dodge the report is a different matter: it can itself trigger a suspicious transaction report. For cash, banks have a parallel $10,000 rule.
What Is The Travel Rule For Crypto In Canada?
The travel rule requires an MSB sending a virtual currency transfer to pass the originator and beneficiary information along to the next platform. It is why some exchanges ask whose wallet you are withdrawing to, or whether it is your own. It also means you may hit friction withdrawing to certain unhosted wallets. Expect your exchange to ask, and answer honestly.
Does FINTRAC Report To The CRA?
FINTRAC is not a tax agency and it does not file your return. It is an intelligence unit that can only disclose information in narrow circumstances set out in law. Are There No-KYC Exchanges In Canada?
Not among registered ones. An MSB must verify your identity, so any exchange that tells you it does not ask for ID while serving Canadians is either unregistered or not following the rules. I list the real options and their trade-offs on my no-KYC page, and it comes with the same caution: registration is the thing protecting you from a platform that disappears.
What Are The Penalties For Not Registering?
FINTRAC can issue administrative monetary penalties for violations, and operating an unregistered MSB can bring criminal consequences. FINTRAC guidance cites fines up to $250,000 or two years' imprisonment on summary conviction and up to $500,000 or five years on indictment for certain failures, including those tied to agent or mandatary requirements.

In practice the exchanges ask for ID at sign-up, long before you reach $1,000, because it is simpler to verify everyone once. FINTRAC does not require an MSB to re-identify someone it has already verified through a regulated method, provided it has no doubts about the earlier check. That is why you are not asked for a selfie each time you buy.
How Does The Large Virtual Currency Transaction Report Work In Detail?
FINTRAC's guidance says a report must be submitted when a business receives virtual currency worth $10,000 or more in a single transaction. The 24-hour rule adds a second trigger: two or more amounts totalling $10,000 or more within a consecutive 24-hour window, if the business knows they were conducted by the same person or entity, on behalf of the same third party, or for the same beneficiary. The report is due within 5 working days. A service provider can file on the business's behalf, but the business stays responsible. The report includes the business's details, the transaction date and time, the amount and type of virtual currency, sending and receiving addresses, the person who conducted the transaction, the beneficiary and the exchange rate used.
That level of detail is why I tell people that on-chain transactions are not as anonymous as they sound once a regulated business is involved. How Do You Check A Platform In The FINTRAC Registry?
- Download the MSB registry open-data file from FINTRAC. It is a spreadsheet; at my check it had 8,662 rows.
- Search by the legal name. The brand and the registered entity often differ: Localcoin is registered as 9992987 Canada Inc., and Kraken as Payward Canada Inc.
- Check the status column: Registered, Expired or Ceased, and the expiry date. Some businesses hold several entries, and some of them are ceased.
- Remember what it proves. Registration means FINTRAC knows the business exists and expects it to follow the rules. It does not mean the CSA has authorized it, and it does not protect your funds.
Entries do lapse. At my check, Bitcoin Well's registration was due to expire on October 8, 2026, Newton OTC Inc.'s registration ceased on July 30, 2026, and one of Coinbase's older entities expired on June 8, 2025 while a newer Coinbase, Inc. entry was registered on December 16, 2025. Read the row, not the headline. My ranking keeps the current status for each platform.
