Yes. There is no ban. What changed is access to power. Under Quebec's legislation on responsible governance of energy resources (Bill 69, adopted June 7, 2025), a request for at least 50 kW of power for cryptographic use applied to blockchains needs prior authorization from the Minister of Economy, Innovation and Energy before the connection is made. Hydro-Quebec also applies a specific rate, called Rate CB, to contracts of 50 kW or more used for cryptographic purposes. Below that size, I did not find a province-wide rule in the sources I checked, so a home setup falls under your utility's normal terms. Call Hydro-Quebec before you plug in anything big.

On February 19, 2026, Hydro-Quebec said it was asking the Regie de l'energie to approve a new rate for large data centres, about 13 cents per kWh, and an adjustment to the rate for cryptographic use applied to blockchains, to 19.5 cents per kWh. Both were proposed to take effect in the second half of 2026, pending approval. Current customers would get a gradual transition: three years for blockchain operations and five years for data centres. Its CEO said the adjustments were meant to make sure Hydro-Quebec captures the value of its energy given prices elsewhere in North America. I could not confirm a final Regie decision, so treat 19.5 cents as proposed, not approved.

My arithmetic for an illustrative machine drawing 3 kW around the clock (72 kWh per day). The 6 cent row is a hypothetical benchmark, not a Hydro-Quebec rate. Real machines vary.
Power is the biggest running cost in mining, so the move from a few cents to nearly 20 cents per kWh changes the maths on every machine. The CRA says most mining is a business, so the value of the coins you earn is included in business income when you earn it. You report income and expenses on form T2125. Mining rigs such as ASICs and GPUs fall under capital cost allowance class 50. My arithmetic: 50 kW x 24 hours x 30 days = 36,000 kWh. It ignores demand charges and taxes, and the rates are Hydro-Quebec proposals pending approval.
